Dorival Bettencourt is a Principal at Roland Berger, based in the UAE, covering the Middle East region. He is an expert in economic and private sector development, with over 18 years of global experience advising multinational corporations and governments.

Dorival has extensive expertise in Local Content (ICV), sustainability, localization, and supply chain development across sectors such as Oil & Gas, Renewable Energy, Mining, Metals, Manufacturing, Healthcare, and Infrastructure. He has significant on-the-ground experience with ICV programs in sub-Saharan Africa, Latin America, the Caribbean, and the Middle East, working with both public and private sector clients in over 30 countries.

Throughout his career, Dorival has been involved in all aspects of ICV, including corporate strategy, public policy, capability assessment and development, technology transfer, supply chain localization, monitoring and reporting, socio-economic impact analysis, SME development, financing, partnership development, institutional capacity building, and investment promotion. In the GCC, Dorival has led several high-impact projects, such as the local content partnership strategy for key government authorities, impact enhancement programs, and cross-sector ICV strategies in Utilities, Healthcare, Construction, and Fisheries.

As a globally recognized expert in Local Content/ICV, Dorival has trained over 100 professionals from public and private sectors and co-authored several key publications. He is frequently invited to share his insights as a host, speaker, and moderator at industry events, such as Africa Oil Week, Mining Indaba, IMF/World Bank Caucus meetings, and African Union mid-year meetings.

Dorival holds a Bachelor’s degree in Management and an MBA from IMD Lausanne (Switzerland). He is fluent in English, Portuguese, French, and Spanish.
