Oussama Nicolas is a Partner based in Dubai, specializing in healthcare system strategy, capacity planning, and operational improvement. With over 25 years of experience, he has supported leading healthcare systems across the Middle East in designing and implementing large-scale transformation initiatives.

Oussama has led key projects focused on national strategies, models of care transformation, health system policy development, and impact assessments. His work includes developing national healthcare strategies, health workforce planning, and business cases for population-based health interventions in Saudi Arabia and Qatar. He has been instrumental in advising governments and healthcare providers on integrating public and private healthcare systems, optimizing governance models, and enhancing healthcare delivery across the region.

Before joining the firm, Oussama held leadership roles at a global professional services firm, where he played a key role in shaping national healthcare initiatives and regulatory frameworks.

He holds a master’s degree in Health Management and Policy from the American University of Beirut and a bachelor’s degree in Medical Laboratory Sciences from the University of Balamand.

Oussama is fluent in Arabic and English.
