Tara Makarem is a Partner based in Dubai and part of the Health and Consumer practice in the region. With over a decade of experience in healthcare strategy, policy design, and capacity planning, she has advised leading public and private sector entities across the Middle East.

Tara specializes in healthcare transformation management, capability building, and change management. She has led key initiatives in healthcare demand and capacity planning, national model-of-care implementations, and the development of strategic frameworks to support health sector transformation programs. Her work spans critical projects in Saudi Arabia, Qatar, and across the GCC, focusing on enhancing system design, models of care, healthcare infrastructure, policy development, and workforce planning.

Before joining the firm, Tara held senior leadership roles at a leading global professional services firm, where she was responsible for driving large-scale healthcare initiatives and advising government entities on strategic health programs.

Tara holds an Executive Master’s in Public Administration from the London School of Economics and a Bachelor of Science in Foreign Service with a Certificate in Arab Regional Studies from Georgetown University.

She is fluent in English and Arabic.
